Karl Rove built his career inside the Republican operative network he first joined as a young man: he won the chairmanship of the College Republican National Committee in 1973 with Lee Atwater as his floor operative, a contest that connected him to figures — Jack Abramoff, Grover Norquist, Ralph Reed — who would coordinate Republican politics for decades. He founded the Austin direct-mail firm Karl Rove & Co. in 1981, ran it until 1999, and is credited with George W. Bush’s 1994 and 1998 Texas gubernatorial victories before selling the firm to join Bush’s presidential campaign full-time.

In the White House (2001–2007, Deputy Chief of Staff from 2004), Rove oversaw the Offices of Strategic Initiatives, Political Affairs, Public Liaison, and Intergovernmental Affairs, and Bush named him “the Architect” in his 2004 victory speech. He chaired the White House Iraq Group, the messaging body that coordinated the public case for the Iraq War. He was confirmed as the second source for the 2003 column that exposed CIA officer Valerie Plame, testified five times before a federal grand jury, and narrowly avoided indictment in an investigation that produced a perjury conviction of Scooter Libby. Emails released by the House Judiciary Committee in 2009 (covering nearly 6,000 pages) placed his office in the planning of the 2006 dismissal of nine U.S. attorneys as early as January 2005; he was subpoenaed by the House panel in January 2009 and testified that year. He resigned August 31, 2007, with multiple congressional investigations still open.

Rove’s 2004 reelection operation was the first presidential campaign to deploy national-scale commercial-data microtargeting — merging consumer records with voter-registration files through the firm TargetPoint Consulting and the RNC’s Voter Vault database to reach identifiable individuals rather than demographic blocs. The campaign also organized evangelical congregations directly, including a documented request that friendly congregants hand over church directories to build volunteer lists, a play that drew public objection from Southern Baptist Convention president Richard Land. After the January 2010 Citizens United decision, Rove and Ed Gillespie encouraged the formation of American Crossroads (a Super PAC, FEC ID C00487363, registered July 9, 2010) and Crossroads GPS (a 501(c)(4) that shields donor identities), serving as informal advisors and fundraisers while keeping their names off official documentation. Per ProPublica’s December 2012 investigation, Crossroads GPS told the IRS its election activity “will be limited in amount” yet spent $15.5 million on election ads within two months of its application; the IRS granted the group tax-exempt status in November 2015, five years later, permanently sealing its donor lists. Since 2015 Rove has been a consistent public critic of Donald Trump, even as the base-mobilization and dark-money infrastructure he pioneered shaped the party Trump came to lead.
