The threat comes hours after U.S. forces struck dozens of military targets on Kharg Island — Iran's primary oil export terminal — overnight, though the strikes reportedly avoided energy infrastructure. Iran rejected a U.S. ceasefire plan the previous day and countered with a proposal for a permanent end to the war. Trump called Iran's counter-proposal "not good enough" but "a very significant step."

Iranian state media reports that civilians are forming human chains around power plants in response to Trump's threat. The image — of a civilian population attempting to physically shield their infrastructure from American bombing — is the direct consequence of threatening civilian infrastructure as a matter of declared policy.
