Navy Activates WEXMAC 2.2 TITUS as Domestic Detention Procurement Vehicle With $10B Ceiling, Repurposing Afghanistan Logistics Contract for ICE

On July 8, 2025, Naval Supply Systems Command activated WEXMAC 2.2 TITUS — the "Worldwide Expeditionary Multiple Award Contract, Territorial Integrity of the United States" — opening the Navy's $10 billion logistics contracting vehicle, originally designed for forward operating bases in Afghanistan, Sudan, and the Russia-Ukraine conflict, as the primary procurement channel for domestic immigration detention buildout. The TITUS modification added a performance work statement covering "infrastructure, staffing, services, and/or supplies necessary to provide safe and secure confinement for aliens in the administrative custody of Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE)."

The contract ceiling has been raised repeatedly: $10 billion in July 2025, $20 billion on September 30, 2025, and a further increase on January 16, 2026. By February 2026, ICE had awarded contracts through WEXMAC to 120 companies, including The GEO Group. The GSA, which is the federal government's ordinary real-estate arm, was bypassed entirely.

WEXMAC-TITUS has since been used to acquire at least eleven warehouses for conversion into ICE detention facilities, with documented markups ranging from 33% (Williamsport, MD, 33% above assessed value) to 333% (PNK Group speculative construction flip). The Tremont, PA warehouse sold by Blue Owl Real Estate Net Lease Property Fund to DHS on January 29, 2026 for $119.5 million — exactly double assessed value — is the largest single transaction in the program. Secretary of the Navy John Phelan, confirmed on March 24, 2025, held $5M-$25M in Blue Owl common stock plus Owl Rock GP carry interests at the time WEXMAC-TITUS was activated; his divestiture completion date is not publicly known.
