The firing drew criticism from lawmakers in both parties, with several noting that removing the head of NSA and Cyber Command simultaneously — with no stated cause and no replacement lined up — created immediate operational risks to U.S. cybersecurity and signals intelligence.

Circuit Breaker Function

As NSA director and Cyber Command head, Haugh controlled the nation's signals intelligence and offensive/defensive cyber operations. The dual-hat position exists precisely because these functions require unified command under a senior military officer with institutional independence. His removal — apparently at the suggestion of a political activist with no security clearance — eliminated the senior military official responsible for intelligence collection and cyber defense, replacing institutional judgment with political loyalty as the criterion for holding the position.
