Walz's Minnesota Truth Council preliminary report: Metro Surge and PARRIS violated constitutional rights, 70+ children detained, an estimated $244 million in lost wages
A preliminary report released Saturday by the Minnesota Truth Council, created by Gov. Tim Walz to document Operation Metro Surge and Operation PARRIS, says testimony, research and state data show the operations violated constitutional rights and due process protections. It counts more than 70 children detained between Dec. 1, 2025 and March 10, and an estimated $244 million in lost wages for workers in Minneapolis and St. Paul. KSTP reports that the council lacks subpoena power and relied on voluntary testimony and story collection, and that the preliminary report lacked specific details about how it reached its conclusions on each alleged violation. A DHS spokesperson’s statement to KSTP says DHS has made more than 11,000 arrests in Minnesota. A final report with recommendations is due Dec. 1. This is a state-created body’s findings, not a court or inspector general finding.
