Substance on a Mail Ballot Envelope Prompts Hazmat Response at Chester County, Pa., Voter Services; FBI Has the Unopened Envelope
A worker in the Chester County Voter Services office in West Chester, Pa., felt a “non-liquid substance” on the outside of a mail-in ballot envelope on Friday morning, a Philadelphia Fox station reported. Hazmat crews found no chemical or biological hazards, and the unopened envelope was turned over to the FBI for further analysis. Chester County Detectives and the FBI are jointly investigating and are in contact with the U.S. Attorney’s Office. Voter services operations were halted for about three hours but resumed Friday afternoon. The substance has not been identified. The report shows no link to the suspicious letters sent to state election offices in October (2026-10-13–white-powder-letters-hit-state-election-offices-in-32-states-louisiana-oklahoma-evacuated).
