State Department Notice Lets Passport Records Be Shared Through Federal Verification Platforms for Voter-Eligibility Checks; New Use Takes Effect Nov. 23
On October 23, 2026 (the publication date), the Department of State published a Privacy Act notice modifying the Passport Services Records system, State-26, according to a notice the federal defendants filed in the consolidated election-order cases before Judge Carl Nichols (DSCC v. Trump and related cases). Proposed new routine use (w) permits information sharing with various entities utilizing federal government verification platforms, for the purpose of verifying the identity or citizenship of users of government websites and applications, voter eligibility, and other governmental services.
The notice says the system-of-records changes take effect on publication, except routine uses (u), (v), and (w), which are subject to a 30-day comment period and become effective November 23, 2026, unless comments require a revision.
