DOJ Indicts Virginia Sen. Louise Lucas, Who Led the State's Democratic Redistricting Effort, in Alleged Racketeering Conspiracy Over a Marijuana Enterprise

On Thursday, October 22, 2026, the Justice Department announced that an eight-count indictment charged seven defendants, among them Virginia state Sen. Louise Lucas, “for their respective roles in a racketeering conspiracy involving marijuana distribution, money laundering, honest services fraud through bribery,” and related drug-premises, firearms and wire-fraud counts. DOJ alleges that Lucas, 82, led a “criminal enterprise (the Lucas Enterprise)” of associates and family members and “used her political position to insulate the Lucas Enterprise from criminal scrutiny and to influence legislation benefiting the enterprise.” FBI Director Kash Patel described “a five-year scheme worth an estimated $4.5 million.” Lucas was elected to the Virginia Senate in 1991 and chairs its Finance and Appropriations Committee. On May 6, according to DOJ, the FBI executed search warrants at The Cannabis Outlet and The CBD Shoppe. These are the indictment’s allegations; DOJ’s release states, “An indictment is merely an allegation.”

Lucas led Virginia Democrats’ redistricting effort earlier this year, Mother Jones reports. Attorney General Todd Blanche told reporters in Norfolk, “We don’t do political paybacks.” Gov. Abigail Spanberger said the timing “undermines the U.S. Department of Justice’s previously longstanding policy of not taking legal actions—to include indictments or significant investigative steps—close to an election.” Related: the search of Rep.
