House Administration and Judiciary Committee Chairs Subpoena New Jersey's Acting Secretary of State for Documents on the 6,600 MVC Registrations, Return Date Nov. 16
On Oct. 21, 2026 the chairs of the House Administration and Judiciary Committees, with the chairs of their Elections and Oversight subcommittees, subpoenaed New Jersey’s Acting Secretary of State, Shirley Emehelu, for documents about the state’s registration of approximately 6,600 noncitizens through a Motor Vehicle Commission software error.
The Committees say the Department of State has produced only 12 total documents since their request on Aug. 3, 2026, and that none explains how the error was discovered or why the registrations stayed on the rolls until 2026. Three of the 12 were emails from IDEMIA, the vendor. The Committees say the Department’s counsel asserted attorney-client, work-product, executive and deliberative-process privileges. The production date is Nov. 16.
The published file is the cover letter. The subpoena schedule enclosed with it is not in that file, and we have not read it.
