DOJ Civil Rights Division Notifies Jurisdictions of Nov. 3 Monitors: Indiana, Four Pennsylvania Counties, Six Georgia Counties, Three Maine Municipalities; No Public List

On October 20, 2026 (date of the email), a Civil Rights Division trial attorney emailed a local election board in Indiana that the division “intends to send election monitors to your jurisdiction on November 3, 2026”, copying an assistant U.S. attorney for the Southern District of Indiana. It says “our monitors only observe.” DOJ’s own message is the primary document; the list below comes from local outlets.

What the local outlets report DOJ told jurisdictions:

  • Pennsylvania: the Pennsylvania Capital-Star reports DOJ notified the state it plans to observe polling places in four counties: Allegheny, Lehigh, Luzerne and Philadelphia.
  • Georgia: the Georgia Recorder reports monitors going to six counties: Bibb, Chatham, Cobb, DeKalb, Fulton and Gwinnett.
  • Maine: Maine Public reports monitors for Lewiston and Portland, and then South Portland, with Secretary of State Shenna Bellows saying three municipalities have been notified.

Dhillon has said the department intends to send out 1,000 election monitors across all 50 states on Nov. 3. The Epoch Times reports the department has declined to publicly release the locations; Democracy Docket notes that in the past DOJ stated publicly where it was deploying monitors. By contrast, DOJ’s press release on the Michigan primary named the places it was monitoring: Detroit, Hamtramck, Lansing, and East Lansing, four cities. Update (2026-10-29, publication date of the local reports): Clark County, Nevada; Wake, Alamance and Mecklenburg, North Carolina; Lowell and Boston, Massachusetts; Manchester and Nashua, New Hampshire

KOLO reports that the Justice Department notified Nevada’s secretary of state and that DOJ observers will be in Clark County on Election Day. NC Newsline reports, citing the state Board of Elections, that monitors will be in Wake, Alamance, and Mecklenburg counties. NBC Boston reports that federal monitors are expected in Lowell and Boston, as well as in Manchester and Nashua, New Hampshire. In Butler County, Pennsylvania, the local paper quotes the elections bureau director: “We are not a county that has been alerted it is going to be monitored.” None of these reports says which agencies the monitors come from, and none cites a DOJ release for the locations.
