Wright, at Citadel Securities Event: 'We Are Converting Dark Tankers to Legitimate Tankers. There Is No Removing of Sanctions.' No OFAC Instrument Found

  • Statement, Oct 19 (speech date): at a Citadel Securities event in New York, Energy Secretary Chris Wright said the government is working with investors who buy idled sanctioned tankers, refurbish them and use them for non-sanctioned oil, through an “approval process”. He said “We’re going to move some of the ships from what I call the ‘bad-guy fleet’ to the ‘good-guy fleet’” and that they “will not carry sanctioned oil anymore”. Dark fleet size, his estimate: about 1,600; the effort could add “dozens” or “hundreds”.
  • The headline premise is wrong on its own source. Bloomberg’s headline (“shed sanctions”) and the tracker’s paraphrase say the vessels shed sanctions. The same relays quote Wright: “There is no removing of sanctions.” He describes conversion of ships, not delisting; what the “approval process” is was not stated in any relay read.
  • Instrument: none found. OFAC Recent Actions entries released 10/05/2026 through 10/19/2026 were read individually; no general license, FAQ, SDN vessel delisting or notice concerns shadow-fleet tankers (10/08/2026 added Iran-program vessels and deleted the Iran-program container ships HAKUNA MATATA and PINOCCHIO; 10/14/2026 removed one Venezuelan individual). None of the relays read names Treasury or OFAC as the instrument. This is an intention voiced in a speech, not an issued authority. The search was run the day after the speech, and OFAC had published nothing later than 10/19/2026 when checked.
  • Link to the earlier Reuters-relay entry: the Reuters relay (Ukrainska Pravda) cites an unnamed source on companies needing individual Treasury licences if the proposal is approved. Wright’s “approval process” is consistent with case-by-case licensing but nobody has said so on the record.
  • Kpler (The National): only 24 of about 160 OFAC-sanctioned vessels could return to mainstream trade; little freight effect expected.

Not established: the Bloomberg original was not read (its page returned only a headline and byline); the quotes above are taken from the gCaptain Bloomberg relay and The National pages; no video or transcript of Wright located; no Treasury statement; no congressional reaction seen.
