Telegraph Reports, on Four Sources, That Musk Proposed the Ukraine Starshield Speed Cap to Trump; Trump Says Neither He Nor Musk Was Responsible

Report date: 2026-10-16. The Telegraph reported that Elon Musk approached Donald Trump with the idea of restricting Starlink speeds for Ukrainian forces, citing four sources familiar with the matter; one said Trump “agreed.” A senior source said Musk “tweeted out that he was innocent and that it was the U.S. administration that did it,” adding: “The reality is that they were both in it.” The Telegraph said two Ukrainian sources and a high-ranking European official confirmed the account. All sourcing is anonymous.

The account conflicts with Musk’s Oct. 14 post that limits on Starshield “are decided by the U.S. military and ultimately” the president, and sits alongside Reuters’ Oct. 15 report, also on anonymous officials, that the order came from inside the White House while a senior U.S. official denied Trump requested it. In White House remarks on Oct. 16, Trump said he did not think either he or Musk was responsible. The Pentagon has given no public explanation. No on-the-record official account of who set the cap exists as of this entry.
