Argentine Judge Lijo Expands ANDIS Disability-Agency Processing to Ex-Director Spagnuolo and 19 Others; Ruling Reported to Trace Supplier Payments to Aviation Firm Baires Fly

On Fri. Oct. 16, 2026 (resolution date), federal judge Ariel Lijo expanded the processing (procesamiento, an intermediate step short of trial or conviction) of Diego Spagnuolo, the former head of Argentina’s disability agency ANDIS, and others in the case prosecutor Franco Picardi leads, and processed 19 more people, the Ministerio Público Fiscal said. The release puts the partial estimate of price differences at 7,833,872,357.24 pesos and raises the embargo for three expanded defendants to 47 billion pesos. It does not name Baires Fly or any aviation businessman.

Ámbito’s account of the same ruling (it did not link the text, and the ruling itself was not obtained) adds a separate section on money laundering. In it the judge’s hypothesis is that part of the proceeds went to an aviation businessman and to Baires Fly S.A. “con el objeto de disimular su origen.” Ámbito reports that on Sept. 10, 2025 (transaction date) two suppliers, Prolite Orthopedics S.R.L. and Probock S.R.L., moved a combined 95,060,000 pesos to a Baires Fly bank account, and that Baires Fly then invoiced the suppliers for “kilómetros nacionales” of aircraft use. Ámbito cautions that the invoiced amounts it lists “no deben confundirse automáticamente con dinero de origen ilícito.” The businessman’s name is held for Mark’s review and is not used here.

Context on the firm: El Liberal says Baires Fly is not charged as a legal entity and the case is before Lijo’s court. elDiarioAR reported in Nov. 2025 that the formal owner is Luis Grande, not the businessman named in the prosecutor’s brief, and that the Gulfstream G400 LV-JQW appears in images on the company’s own social media as part of its fleet. The company also operated the Oct. 27-28 flight that carried Sen. Flávio Bolsonaro out of Argentina (see the Oct. 28 entry). Neither the release nor Ámbito’s account of the ruling mentions Bolsonaro, and no source read says anyone in the ANDIS case helped arrange that flight.
