DHS Rejects GAO Recommendation That ICE Adopt Automated Body-Camera Activation

Reuters datelined its report on the Government Accountability Office’s body-camera audit “Oct 14” (2026). The Department of Homeland Security’s rejection of one recommendation: that ICE add automated body-camera activation.

GAO’s Recommendation 5 says ICE should implement “additional controls, such as automated camera activation technology.” The recommendation does not name triggers. The “gun or siren” framing in news coverage is the reporters’ gloss. The report body gives CBP’s existing triggers: “when a firearm is drawn or emergency lights are activated.” GAO notes that only CBP has automated controls.

DHS agreed with six of the seven recommendations in the report. For the one it declined, DHS said automatic activation “presents operational risks, including inadvertent or false activations during routine movement,” and could record sensitive interactions with informants or victims, or bystanders engaged in First Amendment activities. GAO replied that DHS’s response did not include information on environments where automated activation could be effective, or other controls.

Not retrieved: DHS’s own letter (Appendix I) was not readable in the HTML version, so DHS’s wording is taken from GAO’s summary.
