North Carolina Board Says It Will Mail 1,392 Voters Flagged From DHS's 1,599-Name SAVE List
North Carolina’s State Board of Elections announced on October 13, 2026 (publication date of the report) that it “will send letters this week to 1,392 registered voters identified as potential non-U.S. citizens.”
The 1,392 come from a longer DHS list. In July the board said federal data “identified 1,599 potential non-U.S. citizens on the state’s voter rolls,” and the report says DHS “released the data Thursday through the SAVE system.” The board says “Further comparisons with the SAVE database, additional reviews by the State Board and checks against state DMV records reduced that number to 1,392.”
The report quotes the board: “Receiving a letter does not cancel a person’s voter registration and does not prevent an otherwise eligible voter from participating in the Nov. 3 general election.” The step is notice-and-verify, and the board’s mailing dates are not stated. Voters on the list stay unnamed.
The report ties the step to the Supreme Court: “On Sept. 25, the U.S. Supreme Court ruled that the SAVE database can continue to be used for voter list maintenance while litigation proceeds.”
