Mullin Says ICE Body Cameras Were On in the Belgal Shooting and Ties Him to a CBP-Officer Shooting Probe; Footage Not Released

Homeland Security Secretary Markwayne Mullin confirmed the agents who shot Oscar Belgal wore body cameras that were on, but did not explicitly promise the full footage would be made public. On the Sunday he told CNN he was sure footage would be released, with no timeline. The footage public so far is the NYPD’s, which does not conclusively resolve the dispute.

The targeting basis is DHS’s own account and is not independently verified. DHS has said Belgal was the target of a Homeland Security Investigations probe and had direct or indirect knowledge related to a Customs and Border Protection officer’s shooting; officials did not accuse him of carrying out that shooting. Mullin called him a possible murderer. His attorneys deny gang involvement and say there was no valid warrant; DHS has not addressed whether agents had a warrant.

The Bronx District Attorney’s office said it was working to establish facts and determine the appropriate course of action.
