FEMA Rewrites the Fusion-Center Grant Article After Award, Requiring Quarterly Reports on 287(g) Status and ICE Seats

FEMA’s Grant Programs Directorate told state homeland-security directors that it is amending every FY 2026 Homeland Security Grant Program award to replace the fusion-center article. FEMA says the original, issued with the September awards, is wrong: “the language in the agreement article is incorrect”.

What the replacement requires of a fusion center that spends FY 2026 grant funds:

  • Intelligence support to the regional Homeland Security Task Force, with quarterly metrics on tips, leads or reports passed to the task forces.
  • Intelligence support to federal law enforcement on identity theft and fraudulent identity documents. The quarterly update includes “Updates on participation in Department of Homeland Security 287(g) programs” and “The number of seats the fusion center holds for officials from U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations.”
  • Support for tracing federal-benefit-fraud proceeds sent abroad.
  • Prioritizing intelligence products under the Homeland Security Intelligence Priorities Framework.
