Center for Renewing America Primer Urges the House to Decline to Administer the Oath to Members-Elect It Finds Committed to Destroying the Constitutional Order

Published October 6, 2026 by the Center for Renewing America, which its About page says was “launched in 2021 by Russ Vought”. The document, by Benjamin Osborne, says: “This primer addresses that question.”

The remedy it proposes: the House should “decline to administer the oath” to a member-elect when the record shows a commitment to “destroying the constitutional order.”

The procedure: “Raise the Article VI objection when the oath is called.” The new House first elects its Speaker. The record, it says, should be complete before the new Congress convenes on January 3, 2027.

Whom it names: “DSA and other Communist, Marxist, Muslim, or other anticonstitutional movements.” It also says Congress “cannot exclude someone because he or she is Muslim.”
