The New York Times reported on October 3, 2026 that the Trump administration’s talks with Russia over ending the war in Ukraine had expanded to include a multibillion-dollar sale of Lukoil’s overseas assets, a deal involving business figures linked to envoys Steve Witkoff and Jared Kushner. The Times article itself sits behind a datadome paywall and was not read; the points below rest on relays of it and on the New York Post. The Times, as relayed, found no evidence that Kushner or Witkoff stand to profit personally.

What was reported

  • The deal. Per the NYT relay, Putin raised the sale with Witkoff and Kushner at a Kremlin meeting on Sept. 5, according to three people briefed. The assets are described by officials as worth about $20 billion (NY Post, Oct 9); the Financial Times, via secondary relays, put the portfolio at $20-22B.
  • The leading bidder group. Per the NYT relay: Todd Boehly (credited with $2 million to Trump political causes); two Middle Eastern groups that have done business with Kushner or Witkoff’s family; and a branch of the US government. The NY Post identifies the government party as the DFC and reports a Boehly consortium, with Carlyle (which claimed a January purchase agreement) as a rival.
  • Who profits. The NYT, as relayed, found no evidence Kushner or Witkoff stand to profit personally. A Witkoff spokeswoman is reported (IBTimes, secondary) as saying he has no financial stake. The NY Post’s sources say the envoys “had no role in negotiating this deal” and that the DFC stake is structured so profits flow to the Treasury; officials declined to give the financial mechanics, so Treasury exposure and timing are unclear.

The two Middle Eastern groups are not identified here

No tier-1 source read in this pass names them. Secondary outlets (Novinite and IBTimes, relaying the FT and NYT) name Sheikh Tahnoon bin Zayed Al Nahyan’s interests and the Al-Khayyat family as consortium participants. Those secondary reports were not matched to the NYT’s “two groups,” and the FT/NYT originals were not read. Treat the names as an open lead, not a finding. Existing profiles: tahnoon-bin-zayed-al-nahyan, al-khayyat-brothers.

Discrepancies to carry forward

  • Boehly donation: $2 million to Trump political causes (NYT relay) versus a “million-dollar” December 2025 MAGA Inc donation (NY Post). Different scopes, unreconciled.
  • Whether Kushner/Witkoff were involved in negotiating: the NYT frames the deal as arising in their talks with Putin; the NY Post’s government sources say they had no role in negotiating it. Both can hold, since the Sept. 5 raising and the bid negotiation are different acts.

Why it matters

Sanctions relief on a sanctioned Russian company’s assets is being discussed within the same channel as a ceasefire negotiation, and the buyers include parties with prior commercial ties to the negotiators. That is a conflict-of-interest exposure documented by the reporting. It is not evidence of personal profit, motive or coordination, and none is claimed.

Research Gaps

  • Read the NYT Oct 3 and Oct 8 articles in full (browser pass) and record whether it names the two groups.
  • Read the FT Sept 2026 report on the Boehly bid; confirm any named Gulf participants at the primary.
  • OFAC: current Lukoil general license (131I ran to Sept 19, 2026, per Orda.kz secondary); fetch the OFAC notice. The Oct 9 OFAC action does not concern Lukoil.

Update 2026-10-15 (publication-date of relays: Oct 5-6, 2026): the two Middle Eastern groups are named in secondary relays of the NYT/FT

Relays of the NYT report (Oil & Gas Middle East, 2026-10-06; Ukraine Today; Meduza, 2026-10-05) identify the two groups as (1) a Qatar-based conglomerate of Moutaz and Ramez Al-Khayyat, partners with Kushner and Ivanka Trump on a luxury resort in Albania, and (2) an Abu Dhabi fund controlled by Sheikh Tahnoon bin Zayed Al Nahyan, whose separate fund bought a stake in World Liberty Financial and who helps oversee Lunate, reported as a large stakeholder in Kushner’s private equity firm. NYT original still unread (DataDome 403); these are tier-2 relays. Correction to the NY Post’s “no role”: relays quote a senior administration official telling the NYT that Witkoff and Kushner helped negotiate the US government’s financial terms (“a substantial upfront payment and profits interest” via DFC). Witkoff’s spokeswoman denied a conflict of interest. OFAC GL 131J (talks permitted, no completion) reportedly runs to 2026-10-22 (relay only; OFAC text not fetched).
