Treasury Begins Mailing $500 'Obamacare Refund' Checks With a Trump Letter to More Than 950,000 HealthCare.gov Enrollees
CNN reported that the Treasury Department began sending one-time payments on Wednesday (reported day; CBS News and CNN published on that day and the next) to more than 950,000 enrollees in 30 states that use the federal exchange. The White House fact sheet announcing the program says refunds of $500 per person would go to eligible Americans in those states, and that “Checks will be sent to eligible Americans beginning in October 2026.”
The letter
Per CBS News, which saw a copy, each check comes with a letter from Trump. It says: “For years, the Biden Administration overcharged you to fund the operation of HealthCare.gov.” and “That money belongs to hard-working Americans, not the Government, and now, I am returning it to you!”
Who pays, and what is disputed
CNN reports: “They will be funded through unspent user fees paid by insurers.” The administration’s description of the user fee as an overcharge by the prior administration is, in CNN’s words, “a claim that some experts dispute.” KFF’s analysis, which CNN cites, found about $1.2 billion in unspent fees had accumulated by the time the prior administration took office. KFF’s own brief says the 2026 federal-exchange user fee rate was 2.5%, a rate set by the prior administration, and that “No administration has done so in the past and it is not clear what legal authority exists to issue these checks.”
KFF also reports that in fiscal years 2018 through 2020, which it attributes to spending overseen by the first Trump administration, “the federal government collected more in user fee revenue than it obligated, likely contributing to a large surplus.”
The White House fact sheet names no statute, appropriation or budget line for the payments. That is a gap in the document, not a finding that none exists.
Research Gaps
- The legal authority and accounting line CMS or Treasury uses for the payments, if any is published.
- The full letter text (Newsweek’s copy was not readable in this pass; CBS, CNN and Fox quote parts of it).
- Whether payments were mailed or direct-deposited, and the total dollar outlay.
