EO 14432 Orders GSA, with NDS and OMB, to Make America.gov the Single Point of Entry for Federal Services and Run It on Login.gov
Date kind. Signing date is September 29, 2026, the day of the America.gov launch (2026-09-29–national-design-studio-hello-america-event-launches-america-gov-trump-names-coristine-lead-engineer-thanks-arnell-musk). The Federal Register published it at 91 FR 63121 (document 2026-20319) as Executive Order 14432.
What it directs. The implementing section names “The Administrator of General Services, in coordination with the Administrator of the National Design Studio and the Director of OMB”. They are to “establish and operate America.gov as the single point of entry for Americans to access covered services online” and to “take such steps as are necessary to integrate Login.gov with America.gov, including using Login.gov as the authentication service for America.gov”. GSA is the named actor; NDS and OMB coordinate. NDS is the unit created by 2025-08-21–eo-14338-creates-nds-ndstudio-gov-pre-registered-day-prior.
Scope. Covered services are defined as “public-facing Federal services that serve more than 100,000 users in a 12-month period and can be accessed or applied for online”. Exclusions: “The term excludes tax filing services provided by the Internal Revenue Service and services provided by the Department of War and elements of the Intelligence Community.” OMB may add or drop services by memorandum.
Agency duties. “Within 90 days of the date of this order, the Director of OMB shall issue a memorandum to the heads of agencies on implementation of this order.” Agencies must identify covered services and integrate them by “making the public Application Programming Interfaces, dashboards, and digital forms that already support services accessible through the America.gov platform”. They must “complete integration with Login.gov consistent with the requirements of section 1523(b)(1)(D) of title 6, United States Code, and OMB Memorandum M-26-18”. They must also “provide, on an ongoing basis, the Administrator of General Services and the Director of OMB with historical and current usage and performance data for covered services”. That last duty is a standing data feed from every agency to GSA and OMB.
Stated limits. The policy section commits to “ensure that unifying access to Federal services does not create a centralized Federal system of records concerning the American people”. It keeps other channels open “so that America.gov provides a better option but does not become the only option”. It also commits to “ensure that super intelligence used in connection with America.gov is accurate, reliable, and transparent”. These are policy statements in the order, not findings about how the site operates.
What the order omits. It names no AI model, vendor or contract, and sets no privacy or retention rule beyond the sentences above; the vendor question is handled separately. The Justice Department program announced weeks later tells the public to “report fraud by going to america.gov/fraud”: 2026-10-20–doj-whip-fraud-whistleblower-incentive-program-announced-25m-treasury-30k-awards-trump-arbitrator.
