Trump Signs FY2027 Refugee Determination: Up to 17,500, "Primarily" Afrikaners Under EO 14204 (Published Oct. 2)

The Federal Register published the Fiscal Year 2027 refugee determination on October 2, 2026. It is dated September 25, 2026. It states: “The admission of up to 17,500 refugees to the United States during Fiscal Year 2027 is justified by humanitarian concerns or is otherwise in the national interest.” The figure matches the plan reported before signing; see 2026-09-22–state-dept-notifies-congress-fy2027-refugee-ceiling-17500-primarily-afrikaner.

The allocation sentence reads: “The admissions shall primarily be allocated among Afrikaners from South Africa pursuant to Executive Order 14204.” The determination for the prior year used the same sentence and continued “and other victims of illegal or unjust discrimination in their respective homelands”. The FY2027 text ends at Executive Order 14204.

The determination cites the Immigration and Nationality Act this way: “in accordance with section 207 of the Immigration and Nationality Act”.

It also carries a specification: “those processed under Executive Order 14204 may, if otherwise qualified, be considered refugees for the purpose of admission to the United States within their countries of nationality or habitual residence.”
