ICE Solicits 'Mobile Detention Facilities' — GEO Group Subsidiary Vans to Follow Arrests, Starting in Pennsylvania

ICE is soliciting “mobile detention facilities” — government documents describe a network of vans, operated by GTI (GEO Transport Inc, the transportation subsidiary of GEO Group), that would follow ICE officers into the field during arrests. Pennsylvania is the specified initial deployment location. NPR and KPBS reported the solicitation September 23, citing Project Saltbox founder Michael Wriston’s characterization of the documents as describing vans “following officers into field arrests” — a paraphrase of the solicitation, not a direct DHS statement. The solicitation is at the request-for-information stage; no contract has been awarded. It coincides with the September 21 award of $7.3 billion in warehouse-conversion and construction contracts across five states (2026-09-21–dhs-awards-7-3b-idiq-detention-contracts-five-states) and follows Clearfield County, PA’s vote two days earlier to extend GEO Group’s IGSA for the nearby Moshannon Valley Processing Center (2026-09-22–clearfield-county-approves-moshannon-igsa-extension-2-1-over-protest).

If realized, mobile detention vans represent a structural shift from fixed-facility custody toward arrest-to-hold infrastructure that compresses the gap between a street arrest and a custodial hold — removing the intermediate step (transport to a stationary intake facility) at which counsel, family, or press might otherwise make contact before a person disappears into the system. Pennsylvania’s selection as the pilot state, alongside GEO Group’s existing Moshannon Valley contract in the same state, would concentrate both fixed and mobile custody infrastructure under a single operator in a single jurisdiction.
