State Department Notifies Congress It Will Propose a 17,500 FY2027 Refugee Ceiling, 'Primarily' Afrikaners Again

The State Department notified Congress on September 22, 2026 that it intends to propose a Fiscal Year 2027 refugee admissions ceiling of 17,500, with admissions “primarily” going to Afrikaners from South Africa, and an estimated resettlement cost of roughly $500 million. The notice, obtained and reported by the Associated Press, argues Afrikaners face uncompensated land seizures and employment/education discrimination — the same justification used for the FY2026 emergency expansion. A formal congressional consultation session followed on September 23, 2026; Senate Judiciary Democrats Dick Durbin and Alex Padilla and House Judiciary ranking member Jamie Raskin issued statements the next day condemning the plan.
