Tucson.com, carrying an Arizona Republic report, said the security firm GardaWorld had won a $1.2 billion contract from the U.S. government to expand immigration detention in Florence, according to a watchdog group, and that the Department of Homeland Security signed it on Sunday, Sept. 20.
