State Department Data Shows 10,255 of 10,258 FY2026 Refugee Admissions Were South Africans — 99.97% Under EO 14204
State Department Refugee Processing Center data compiled in Austin Kocher’s September 19, 2026 immigration-numbers digest shows that of the 10,258 refugees admitted to the United States in the first ten months of FY2026, 10,255 came from South Africa — 99.97% — admitted as Afrikaners under Executive Order 14204. The remaining three were Afghans. The FY2026 ceiling was set in October 2025 at 7,500, the lowest in the history of the program, with nearly the entire allocation effectively reserved for South Africans; an emergency presidential determination in May 2026 added 10,000 slots and raised the ceiling to 17,500, with the added slots allocated to the same population.
This is the completed form of a policy canon recorded at its announcement. 2025-10-22–racially-exclusive-refugee-program documented the 7,500 cap and the Afrikaner priority as a stated intention in October 2025. Eleven months of admissions data now shows what the intention produced: not a prioritization within a functioning refugee program but the substitution of a single nationality for the program itself. A 99.97% share is not a preference operating at the margin. Three admissions from every other persecuted population on earth, across ten months, is the operative measure of what the general refugee system now does.
The mechanism is worth naming precisely, because it is reusable. The statutory architecture of the Refugee Act of 1980 (1980-03-17–refugee-act-establishes-systematic-asylum-process) leaves the annual ceiling and its regional allocations to presidential determination after congressional consultation. Nothing was repealed. The ceiling was set to a historic low, the allocation was pointed at one nationality, and an emergency determination then expanded the ceiling without broadening the allocation — so the emergency instrument, designed for unforeseen humanitarian crises, was used to enlarge a racially defined carve-out. The discretionary lever that was built to let the executive respond fast to persecution was used to define persecution down to one group. That is the same structural move as the entry-ban executive orders (2017-01-27–trump-muslim-ban-executive-order-13769-chaos-at-airports): an existing delegated authority redirected, rather than a new authority claimed.
Verification. The 10,255-of-10,258 breakdown and the 99.97% figure were independently confirmed on 2026-09-20 beyond the ledger’s single-source capture, including the specific residual (three Afghan admissions) and the 7,500 → 17,500 ceiling sequence via the emergency determination. IRAP’s contemporaneous objection to the May expansion confirms the allocation’s exclusivity from an independent tier-1 organizational source. The figures cover FY2026 through July 31, 2026; the full-year total will differ.
