Sequence only, with date kinds. Enactment date (presidential approval): 2026-09-18, Public Law 119-111, H.R. 5334. Passage: Senate amended and passed Aug 7, 2026; House concurred Sept 16, 2026 (Congressional Record legislative history in the GPO print; vote counts 86-11 and 262-159 per Kyiv Independent, not in the GPO text).
What the statute does that bears on Russian diesel (quoted in the claims above): sec. 112 directs duties of “up to 500 percent” on all Russian goods including petroleum products within 30 days (by Oct 18, 2026); sec. 115 lets the President waive any duty or sanctions provision after submitting a written national-interest certification and a report, with no waiting period or disapproval vote; the 30-day review and joint resolution of disapproval in sec. 117 attach only to termination. Sec. 114(h)(2) preserves “the authority of the Secretary of the Treasury to extend or issue new general licenses.” The act contains no ban on importing Russian petroleum products; the import ban is the separate 2022 law (see 2026-10-09–trump-announces-russian-diesel-deal-after-putin-call-ofac-gl-135).
