Scanlon and Six PA House Democrats Demand Moshannon Invoices From ICE, GEO and Clearfield County Five Days Before the Extension Vote

On September 17, 2026, Rep. Mary Gay Scanlon and six other Pennsylvania House Democrats (Dean, Lee, Evans, Houlahan, Deluzio, Boyle) wrote to ICE’s contracting officer’s representative in York, GEO Group’s Moshannon business manager, and all three Clearfield County commissioners plus the county controller, asking for the money trail on Moshannon Valley Processing Center. They asked for every monthly invoice under the 2021 IGSA and related communications from January 1, 2025 to the present, all invoices and communications on the $1-a-day detainee work program, every change to the payment terms since September 2021 (the letter says the rate “may have adjusted over time”), and any direct GEO-county agreements. The requested deadline was September 25 – three days after the county’s vote.

What the letter establishes from the IGSA itself. Per the letter’s reading of the 2021 agreement: a fixed-rate structure with a monthly operating fee that began at $2.95 million, a per diem of $10 a day for detainees 1-800 and $40 a day for 801-1,876, and a county-submitted itemized monthly invoice. The letter also says ICE’s late-August turn-key RFP would extend detention at Moshannon for another 10 years and lets contractors disregard stricter state law, which is why the signers want the current financials on the record before an award.

Coverage and responses. WHYY and WPSU reported the letter on September 22-24; WPSU recorded that GEO did not respond to a request for comment. No reporting located (as of 2026-10-15) says whether ICE, GEO or the county produced anything. Scanlon told WHYY she did not know whether DHS plans to buy the facility and that the congressional query is meant to resolve that.

Sourcing note. The $10/$40 per-diem schedule and $2.95 million figure are the letter’s characterization of the IGSA, not read from the IGSA text (the DocumentCloud copy returned HTTP 403 to this pass).
