The House Financial Services Committee voted 28-21 on September 16, 2026 to advance H.R. 8957, the American Reserve Modernization Act of 2026 — legislation that would give statutory footing to the Strategic Bitcoin Reserve first created by Trump’s March 6, 2025 executive order. The bill, introduced May 21, 2026 by Rep. Nick Begich (R-AK) with Rep. Jared Golden (D-ME) as a co-sponsor, would require Treasury to custody government-held Bitcoin in a dedicated facility, mandate a minimum 20-year holding period during which the Bitcoin cannot be sold, swapped, auctioned, or otherwise disposed of, and direct proceeds from non-Bitcoin digital assets toward either further Bitcoin purchases or debt reduction. Rep. Bryan Steil (R-WI) called it “a smart financial strategy that will increase our reserve strength while reducing our deficit”; Rep.
