Former DHS Official Warns SAVE Is Becoming a Centralized Federal Database Deciding Voter Eligibility

Miles Taylor, former acting DHS chief of staff, argued on September 14, 2026 that the administration is converting SAVE — the Systematic Alien Verification for Entitlements system, built to check immigration status for benefit programs — into the foundation of a federal voter database that would centralize eligibility determinations the states have always made. His structural claim: a single centralized system is far easier to manipulate than fifty decentralized state-run ones, and the decentralization that frustrates election conspiracy theories is the same decentralization that frustrates election capture.

The Texas case is the documented test, and it verified better than the ledger claimed. Texas flagged 2,724 registered voters as potential noncitizens using SAVE and began removals. Independent tier-1 reporting from Votebeat and the Texas Tribune (both 2026-07-30) confirms that state elections director Christina Adkins told county officials Texas had reviewed DPS records establishing the citizenship of some of those flagged — hundreds had registered through DPS, which requires documentary proof of citizenship and keeps copies on file. The state could not say how many of the 2,724 fell into that category. So the federal database flagged as suspect a set of people whose citizenship the state already held documents proving.

That is the mechanism, independent of anyone’s motive. A verification tool built for benefits eligibility, pointed at voter rolls, produces false positives against citizens whose proof is already in a state filing cabinet — and the burden of the error falls on the voter.
