St. Joseph County Council Delays Microsoft Data-Center TIF Expansion Vote to September 22

The St. Joseph County Council in Indiana postponed a vote on expanding the AM General Tax Increment Financing district to take in a Microsoft data center under construction in Granger, rescheduling the decision to September 22, 2026. The expansion would also authorize the county to borrow up to $4 million against the district. The postponement is the second: the council had been set to vote on August 25 before pushing the matter into September.

The contested question is distribution. TIF captures the increase in property-tax value inside a district and redirects it to the district’s own purposes for the life of the designation, which means the taxing units that would otherwise receive that increment — here, local schools and fire territories — do not. County economic development director Bill Schalliol has described a plan involving “buckets” that could route some TIF revenue back to fire and school entities, an arrangement whose terms are not public. Residents packed an August 24 community meeting and left without answers; one attendee’s summary, as reported by WNDU, was that “there are so many unanswered questions, they don’t even know what questions to ask.”

The structure is the one this timeline has tracked across Fulton County, Georgia; Bell County, Texas; and Brazos County, Texas: a hyperscale data center arrives with a local fiscal instrument attached, and the public argument turns on what the host jurisdiction gives up rather than on the facility itself. TIF differs from the abatement cases in an important respect — an abatement forgives tax that would otherwise be owed, while TIF collects the tax and redirects where it goes. Both reduce what reaches the school district; only the second leaves the money inside county control, which is why the “buckets” question is the whole fight here.

On the borrowing figure. The $4 million borrowing authority was not confirmable in the WSBT article text at capture time and was flagged as unverified. It was independently confirmed on 2026-09-15 against additional local reporting recovered by search, and is stated here on that basis. The TIF term, the projected increment capture, and any school or fire carve-out formula remain undocumented — they would come from the TIF plan document held by the county economic development office.
