ICE exercises option adding $756,517.54 to TechOps “cell site simulator vehicles” order

In September 2026 (the exercise-of-option modification is dated in the award record, with the exact date in the claims), ICE added $756,517.54 to its TechOps Specialty Vehicles LLC order. The award is described as “CELL SITE SIMULATOR VEHICLES”, and the modification text says it exercises various quantities on various option CLINs to provide additional vehicles. Cumulative obligation is $2,400,647.17: the base order of $818,422.02 (action date of the base order, September 2024), the May 2025 modification of $825,707.61 (action date May 2025) and the September 2026 modification. The USAspending record gives no vehicle count and no simulator maker.

Context. ICE’s separate L3Harris award, signed September 2025, ($12,626,200, not competed) is described only as technical investigative equipment upgrades for HSI; no record found ties it to these vans. This entry does not say the L3Harris equipment is in them, and does not say CBP has simulator vans. DHS policy since 2015 requires a search warrant, as a matter of policy, for cell-site-simulator use; the DHS OIG audit of ICE HSI and the Secret Service (the 2023 audit report) is listed on oversight.gov, fetched on the day of writing, with 6 open recommendations.
