DHS Launches HSI Voter-Fraud Surge in Nine States Through Mid-October

DHS launched what an internal directive calls a “coordinated criminal voter fraud surge initiative” on September 1, 2026, running through mid-October — straddling the November 3 midterms. Homeland Security Investigations offices in nine states were directed to pursue investigative leads, conduct field interviews, and support timely prosecutorial review: California, Connecticut, Georgia, Missouri, Nevada, New York, Pennsylvania, Washington and Wisconsin. Agents were tasked in part with identifying naturalized citizens who may have registered or voted before completing naturalization.

HSI is the ICE component normally assigned to narcotics smuggling, human trafficking and transnational financial crime. It is now conducting field interviews about voter registration in the eight weeks before a federal election.

The numbers describe different populations. DHS says that since April 2025 more than 24,000 cases have been flagged by the SAVE verification system as potential noncitizens on voter rolls and referred to HSI. A separate DHS preliminary review claimed more than 250,000 “potential” noncitizens across four states (190,832 in California, 35,152 in New Jersey, 15,903 in Nevada, 14,576 in Pennsylvania), a figure DHS later acknowledged was preliminary and inflated. ProPublica’s reconstruction of the yield of the federal effort from January 2025 to May 2026 runs from about 25,000 leads to fewer than 150 referred, 41 charged and 14 convicted. The 41 charged come out of that lead pipeline, not out of the 250,000 flags, so the two should not be set against each other as one ratio. The subpoenas issued under the surge are small: roughly 13 individuals in Georgia, about 15 in Wisconsin, 2 in Washington.

Former HSI officials identify the mechanism generating the gap: many flagged individuals are derived citizens — people who acquired citizenship through a parent’s naturalization — who have no citizenship-documentation problem at all but do not appear in the database the way a naturalization record would. A “potential match” in SAVE is a data-reconciliation artifact, not an allegation. One state official noted the information shared with DHS “is all publicly available data.”

What the record shows is a screening system whose flags include derived citizens, being used to justify armed federal investigators conducting field interviews in nine states during a pre-election window. On the record so far, the prior effort’s yield was a few dozen charges, and the surge’s output is contact. This sits alongside the September ICE/HSI pre-solicitation to acquire voter files nationwide through a private contractor, and the Justice Department’s September 10 preservation letters warning state election officials of criminal sanctions — three instruments, one apparatus, all arriving inside the same eight weeks.

The 41-charges figure is ProPublica’s, as reported by MS NOW and in ProPublica’s August 25, 2026 reconstruction, covering January 2025 to May 2026 and the lead-to-charge pipeline (about 25,000 leads, fewer than 150 referred, 14 convicted); it is a different population from the 250,000 “potential” noncitizens in four states, and the window ends before this surge began, so it measures the prior effort’s yield, not this one’s. CNN’s own page returns HTTP 451 to automated retrieval; its contents here are taken from syndicated and secondary accounts of the exclusive rather than read directly. Experts quoted across these reports state there is no evidence of widespread noncitizen voting in recent elections.

Update (2026-10-21, publication date): CBS News reports armed agents at residents’ doors asking about voting, and a video of a “Target List”

CBS News reported on October 21, 2026 that armed, uniformed DHS agents “have been knocking on doors in several states to ask residents about their immigration status — and to inquire if they have registered to vote or cast votes in past elections.” The visits “ramped up in September,” CBS reported. In one video, agents are filmed holding a document labeled “Target List.”

Eric Balliet, a former HSI agent, told CBS: “In my 23 years with HSI, I never engaged in or was aware of any incident or initiative that sent Special Agents to private residences to verify the eligibility of voters.” A DHS spokesperson told CBS: “Those who are here legally and are not breaking other laws have nothing to fear.”
