White House Announces Venezuela Oil Deal Built on NABEP, the Betancourt-Led Producer That Holds 100-Year Concessions on 17 Fields
Research-not-confirmed premise corrections. The tracker’s lead (NYT, 2026-10-15; the NYT page could not be fetched) frames this as Trump officials awarding Alejandro Betancourt a deal “controlling roughly 20% of Venezuela’s oil reserves.” The primary document says something different on four points.
- Date and actor. The deal was announced by the White House on 2026-08-31 (announcement date), about six weeks before the 2026-10-15 coverage. The fact sheet says the concessions were granted by “the Venezuelan interim authorities,” not by US officials. The 2026-10-15 item is Machado’s interview, not a new award.
- Betancourt is not named in the fact sheet. The page names NABEP, not Betancourt. His leadership of NABEP rests on secondary reporting (ICIJ, 2026-09-03; Axios and Al Jazeera on 2026-09-01 per search listings, not fetched here).
- “20%” is two different things. The fact sheet’s 20% is a US government right to a “guaranteed 20% of the off-take” of NABEP’s fields, with a right of first refusal on the other 80%. Separately, La Opinión (secondary) describes the 17 fields’ roughly 65 billion barrels as “roughly a fifth” of Venezuela’s total proven reserves; the fact sheet itself gives the 65 billion barrels but not the fraction. “Betancourt controls 20% of reserves” blends the two and treats a concession as ownership.
- Structure. The fact sheet says NABEP gave the Office of Strategic Capital a 35% stake in its parent. The White House has said this is a deal with a private company, and per Just Security the administration had not disclosed the contract text as of early September.
Betancourt’s legal history, stated narrowly. ICIJ (2026-09-03) reports he is under investigation in Switzerland (it cites the Financial Times on a Swiss extradition request over alleged money laundering that he was fighting from the UK as of May) and Spain (investigating his company Derwick Associates). It says a 2018 US investigation into alleged theft of more than $1 billion from PDVSA produced no charges against him, and that a Derwick executive was charged by the Justice Department with Betancourt cited as an unnamed co-conspirator. A single secondary outlet reports a Florida federal probe lasting until January 2026; that is unconfirmed here, as is a Wikipedia-sourced claim that a Spanish case dismissed in March 2026 was reopened in June 2026. No court record was pulled. No charges against him were found in the US, Switzerland or Spain in these sources.
OFAC. A search found no public OFAC license naming NABEP. General Licenses 46/46A and 49A (2026) exist for Venezuelan oil activity, but 46A does not authorize production or investment, and specific licenses are not generally published. Whether NABEP operates under a specific license is unverified.
Machado. On 2026-10-15 La Opinión reported Machado, speaking in a NYT Spanish-edition interview from Panama, calling Betancourt “uno de los principales responsables del sufrimiento que padece nuestra gente,” saying the US left her out of the week’s Caracas talks, and saying contracts that comply with Venezuelan law “serán respetados.” The State Department disputed the exclusion, saying her party had been invited.
Dates, by kind. 2026-08-31: White House announcement (fact sheet). 2026-09-02: White House “private company” statement. 2026-09-03: ICIJ publication. 2026-10-15: Machado interview coverage. No contract signing date or license date was found.
