HSI Solicits Private Contractor to Deliver Voter Registration and Voter History Files

Homeland Security Investigations — the investigative arm of U.S. Immigration and Customs Enforcement — issued a solicitation seeking a private contractor to supply “publicly available” voter registration files and voter history files, described in the procurement language as supporting HSI “fraud detection and data segmentation activities.” 404 Media, which first reported the records on August 26, 2026, obtained the procurement documents; Courthouse News Service and Democracy Docket reported the same solicitation the same day. The vehicle is a commercial acquisition: rather than demanding files from secretaries of state, HSI is asking a vendor to assemble and hand over the data as a delivered product.

The “all 50 states” figure that ran in headlines is a required contractor capability, not the scope of the purchase. The solicitation asks bidders to demonstrate they can obtain voter data from all fifty states and the territories; it says separately that the list of jurisdictions ICE actually wants files from is likely to be limited at first. That distinction matters for reading the document honestly — this is a procurement establishing a pipeline with room to grow, not a completed nationwide acquisition, and describing it as ICE “buying voter records from all fifty states” overstates what the records show.

The structurally useful point is that this runs parallel to but separate from the DOJ voter-roll campaign already documented in this timeline, and takes a different route to the same data. The draft statement of work names no specific jurisdictions at all — the “limited initial list” will be set later, in writing, at the government’s discretion. It also contains a previously unreported mechanism: where state law restricts commercial resale of voter files but exempts law enforcement, DHS will issue “Government Interest” / “Need-to-Know” letters making the winning contractor its “designated acquisition agent,” clearing the state-law hurdle while keeping the deal structured as a commercial contract.
