Carlton County MN Board Unanimously Enacts One-Year Data Center Moratorium as Google Presses Neighboring Hermantown

The Carlton County, Minnesota Board of Commissioners voted unanimously on August 24, 2026 to enact a one-year moratorium barring approval of new data center developments in the county’s townships, after months of consideration. Cities within the county are not covered. Zoning and environmental services administrator Chris Berg will lead a study of data center development, presenting initial findings to the planning commission in February 2027 and ordinance recommendations within the year — the moratorium is explicitly a study window, not a prohibition.

The proximate cause was next door: Google’s proposed one-million-square-foot data center in Hermantown, and residents telling the board they wanted the county to avoid the politically tense position Hermantown now occupies. That is the mechanism worth marking — the moratorium is a pre-emptive jurisdictional move by a government that watched a neighbor get there first and decided to acquire a decision window before the proposal arrived rather than after. Google was simultaneously running what MPR News described as a charm offensive in two Minnesota towns as opposition grew.
