Lianyong Wei, 51, Dies About 24 Hours Into ICE Custody in Saipan; ICE Discloses It Nine Days Later

Lianyong Wei, 51, a Chinese national, died at approximately 7:30 a.m. Chamorro Standard Time on August 23, 2026, at the Commonwealth Health Care Corporation Emergency Room in Saipan. He had been arrested on August 21 by the CNMI Department of Public Safety on assault-related charges and taken into ICE custody on August 22. A Department of Corrections officer found him unresponsive during morning checks at about 7 a.m., roughly twenty-four hours after ICE assumed custody. ICE states his cause of death remains under investigation.

Two structural features distinguish this case. The first is where custody actually sat: Wei was held by the CNMI Department of Corrections, not in an ICE-run facility — the intergovernmental-agreement arrangement this timeline tracks across the detention system, in which the federal agency holds the legal custody and a local corrections department holds the person.
