Trump Names Nine District Nominees as the Rudofsky Pick Puts the First Trump-Majority Appeals Court in Reach

Trump named nine new judicial nominees to federal district courts across six states — Oklahoma, Alaska, Texas, Kentucky, Louisiana, and Florida. The announcement lands alongside a separate and structurally larger nomination made a week earlier: the elevation of Judge Lee Rudofsky (E.D. Ark., appointed 2019, previously Arkansas solicitor general) to the Eighth Circuit, filling the seat vacated by Judge Bobby Shepherd.

Rudofsky’s confirmation would make the Eighth Circuit the first federal appeals court with a majority Trump-appointed bench — the threshold that converts appointment counts into durable control of a circuit’s law. The Eighth Circuit covers Arkansas, Iowa, Minnesota, Missouri, Nebraska, North Dakota, and South Dakota.

The constraint is the calendar, not the votes. The GOP-led Senate faces a compressed timeline across the summer break and October midterm campaigning, and a Rudofsky confirmation vote is not expected until after the election. That places the circuit-flipping vote in a lame-duck window, after the electorate has voted and before any new Senate is seated — the same structural window that has repeatedly carried judicial confirmations that would be harder to take to voters first.
