Thune Files Cloture Setting Sept 15 CLARITY Act Showdown After Senate Misses Its Own August Deadline

The Senate missed its self-imposed August 7 deadline for the CLARITY Act and left for recess without a vote. Majority Leader John Thune filed cloture on the motion to proceed on August 8, setting a September 15 procedural vote for the day senators return. The 600-page market-structure bill would assign most digital assets to CFTC oversight and remove them from SEC reach. Democrats withheld support pending ethics, conflict-of-interest, and illicit-finance guardrails, with unresolved fights over how decentralized exchanges fit under AML reporting and how stablecoin yield is treated.
