A Campaign Legal Center backgrounder published August 4, 2026 documented that ELLY — “The Elector List” — and Psephos, both rebrands of the EagleAI Network, were being actively pitched to county and state election officials as voter-roll cleanup tools while carrying forward the same error-prone matching methodology that discredited the original product. Per CLC, both tools routinely generate false positives, flagging eligible registered voters as deceased or as residing at nonresidential addresses. The Cherokee County, Georgia elections director found ELLY’s voting-history data “consistently incorrect.” NBC News reported the same pitches independently; American Oversight obtained records of state officials meeting with the EagleAI founder; and Democracy Docket reported that Georgia’s Election Integrity Network demonstrated ELLY to state election board members. In North Carolina, activists tied to the Election Integrity Network — Cleta Mitchell’s organization — were seeking authorization to run the tool against state rolls.

The rebrand matters because the underlying product already failed on the record. EagleAI’s earlier deployments generated mass voter challenges that election boards threw out, which is the outcome a false-positive-heavy matching engine produces when its output is tested by a body obliged to hear the voter’s side. Renaming the software does not change the matching logic, and a new name lets the pitch reach officials who did not follow the first round. That places it in a documented lineage: Georgia’s exact-match system purged roughly 560,000 voters (2017-07-01–georgia-kemp-purges-560000-voters-exact-match), Wisconsin’s 2019 purge targeted more than 200,000 (2019-12-13–wisconsin-voter-purge-200000-conservative-lawsuit), and Virginia’s purge reached the Supreme Court on the eve of the 2024 election (2024-10-30–virginia-voter-purge-supreme-court).
