Effingham County GA Commissioners Pass Industrial-Zoning Ordinance With Project Camellia Off the Agenda
Effingham County, Georgia commissioners gave final approval to a zoning ordinance on Aug. 4 (Effingham Herald, reporting the residents’ lawsuit), a Tuesday-night meeting before a packed crowd that had come to speak about OpenAI’s Project Camellia (WTOC). Camellia was not on the agenda or open for public comment, and WTOC described the vote as a brief one to make zoning language uniform in the industrial park where the data center is planned. Residents later sued, alleging the ordinance expanded data centers to all currently zoned industrial land and passed with no public hearings (WTOC).
Chairman Damon Rahn told the crowd, “None of my commissioners signed any NDA’s. We have no agreements with OpenAI” (WTOC). The agreement that does exist runs through a separate body: the county Industrial Development Authority signed a memorandum of understanding with Octans GA, LLC, identified in the contract as an OpenAI affiliate, on July 21, a day before the project was announced on July 22 (WTOC). A weekend public forum was proposed, with date and venue still unset as of the WTOC report (WTOC).
The July open house drew more than 500 people inside by the Effingham Herald’s count; Tech Times reported nearly 1,000, a figure WTOC and the Herald do not give.
The shape recurs in the county-level land-use fights this corpus tracks: the public venue and the decision-making body are not the same, and the venue that holds the crowd lacks the lever.
