Pennsylvania Secretary of the Commonwealth Al Schmidt wrote to DHS Secretary Markwayne Mullin on July 29, 2026 (state letter date). His letter says: Notably, DHS has not identified its methodology or what data it relied on in reaching this conclusion. The July 16 letter is dated by DHS; the 14,576 appears in it.

Schmidt asked DHS to provide a document explaining your methodology, the data sources linking identifying information to a Pennsylvania voter record, and the date DHS obtained Pennsylvania registration records. The letter also states that Pennsylvania cancelled 338,295 registrations in 2025.
