HSI St. Paul's July 23 Report Lists Operation Puppet Box, a Minnesota Nonprofit Under Grand Jury Subpoenas to 10 Financial Institutions, and a Rapid Response Network Case Where HSI Says Undercover Agents Have Infiltrated

ICE produced HSI St. Paul’s “July 23, 2026, Consolidated Report” (Bates 092-100) in response to Democracy Forward’s request for ICE leadership emails containing voting keywords. Bates 092 is the cover page of its “Executive Case Highlights,” mostly redacted, with a “Minnesota Voter Fraud” item anticipating administrative immigration arrests on July 28 and 29. Bates 095 lists, under the header “Operation North Star - HSI St Paul,” these cases. Each description below is the report’s own account of HSI St. Paul’s position, not a finding.

• Operation Puppet Box (MS02PR26MS0007). A draft search warrant for a person’s residence (name redacted) “has been submitted to the USAO. At the USAO’s request, UCAs are maintaining daily communication with [redacted] and suspected information suppliers to the database to gather additional evidence and further strengthen probable cause for the warrant.” The page does not say what the database is, and does not say who the redacted person is.
• Cooperation Cannon River et al. (MS02PQ26MS0001). HSI St. Paul “is investigating CCR, for its role in providing funding and material support to groups engaged in obstructing and assaulting federal law enforcement. As the fiscal sponsor of ‘Defend the 612,’ CCR is suspected of facilitating activities that interfere with federal operations.” The investigation “includes analysis of CCR’s financial records, which reveal irregularities in donations, professional fees, occupancy expenses, mutual aid, and travel costs.” Action listed: “Served Grand Jury Subpoenas on 10 financial institutions.” The report describes a suspicion; it records no charge.
• Stalking of ICE Employees by Rapid Response Network Members (MS05FR26MS0009). The overview says that “since December 2025, anti-ICE demonstrations and Rapid Response Networks (RRNs) in Minneapolis have escalated to coordinated surveillance, harassment, and obstruction of federal law enforcement,” and that HSI St. Paul, HSI Milwaukee and the USAO are investigating interstate stalking and doxing of officers. Actions: “HSI undercover agents have infiltrated these groups, provided actionable intelligence, and confirmed coordinated targeting of law enforcement.” Anticipated action: “Awaiting prosecution determination by USAO.”

• This is HSI St. Paul’s account in an internal report. The undercover infiltration of the RRNs is stated as an action taken; the page names no group and no dates for it.
• Puppet Box is a separate case number from Operation Puppet Master. The production does not say whether Puppet Box is one of the investigations under CUC Operation Keyhole.
