The ACLU released “Agents of Chaos and Cruelty,” a data-driven civil rights review of immigration enforcement across eight states in 2025. The report finds ICE so systemically broken — in documentation practices, use-of-force accountability, and detainee care — that the ACLU is calling for the agency to be replaced entirely by a new agency operating under a clean charter. “They are going to kill somebody,” one ACLU researcher said in characterizing the conditions documented.
