ICE Issues 14-Site RFEI Signaling Shift from Renting to Owning Detention Infrastructure

On July 20, 2026, ICE issued a Request for Expressions of Interest (RFEI) seeking contractors to build standardized 26-cell detention units at 14 locations: Guantanamo Bay, the U.S. Virgin Islands (St. Thomas), El Centro CA (closed since 2014), Honolulu, Miami, Batavia NY, Broadview IL, Oakdale LA, El Paso and Huntsville TX, Florence AZ, Aguadilla PR, and additional sites. Each unit is priced at $24M–$40M, with total expansion capped at $10 billion; contract award is expected by September 2026. A companion Time investigation published August 4 documents the strategic logic behind the RFEI: ICE is shifting from renting county-jail and private-prison bed space toward directly acquiring and building dedicated, ICE-owned facilities — a move that removes local jurisdictions’ ability to cancel contracts or withdraw cooperation as a check on detention capacity.

The inclusion of Guantanamo Bay and the reopening of El Centro (shuttered in 2014 over conditions) both extend the pattern first established with the first private-prison contract at a Houston INS facility in 1984 (1984-01-22–first-private-prison-houston-ins-facility): permanent physical infrastructure outlasts any single administration’s stated policy.
