Santa Clara County + California Sue ICE Over Gilroy Detention Facility; Court Approves Construction Halt Through Sept. 9

Santa Clara County and the State of California jointly sued ICE over a detention facility under construction near Gilroy on agricultural-zoned land — built without environmental review under NEPA and without local input under the Intergovernmental Cooperation Act. On July 13, Judge Eumi Lee (N.D. Cal.) approved a consent agreement pausing all construction until September 9; ICE characterized the concession as a “compromise.” An injunction hearing is set for September 8, the moment that will determine whether the pause becomes binding.
