ICE Agents Fatally Shoot 26-Year-Old Colombian Man in Biddeford, Maine — No Body Cameras Worn
ICE agents fatally shot a 26-year-old Colombian man near the intersection of Pool and Hill Streets in Biddeford, Maine at approximately 7:20 a.m. on July 13, 2026, as he was reportedly on his way to work. A witness, Biddeford resident Lucas Scott, reported seeing an unmarked Ford Explorer with flashing lights and two officers in green ICE vests surround a white sedan with weapons drawn, then heard four shots. According to Maine Sen. Angus King — relaying a conversation with DHS Secretary Markwayne Mullin — the man was the target of an immigration enforcement operation and had been ordered removed from the country; Mullin told King agents fired after the man “weaponize[d] the vehicle.” The Maine Immigrants’ Rights Coalition states the man was authorized to work in the U.S. and held a valid Social Security number. King’s office confirmed the agents involved were not wearing body cameras. The FBI’s Boston field office is assuming the investigation from Maine State Police; DHS has not issued a public statement. Maine House Speaker Ryan Fecteau and Governor Janet Mills both confirmed the shooting publicly the same morning.
The “weaponized the vehicle” justification is the same self-defense script that collapsed under witness and forensic evidence in ICE’s killing of Lorenzo Salgado Araujo in Houston six days earlier (2026-07-07–ice-kills-lorenzo-salgado-araujo-houston-narrative-collapse), and echoes the CBP account in the Marimar Martinez case that was directly contradicted by the government’s own bodycam footage (2026-02-11–marimar-martinez-bodycam-texts-released-contradict-cbp-account). The absence of body cameras in Biddeford follows the same pattern documented in Houston, where DHS had been granted $20M specifically for body-camera deployment; this is at least the 11th fatal shooting involving ICE or Border Patrol agents since the start of the second Trump administration, extending the vehicle-containment-tactic pattern flagged as a lead the week prior (2026-07-11–eyes-on-ice-documents-vehicle-containment-tactic-civil-enforcement).
