GENIUS Act's July 18 Deadline Looms: Banks Poised to Enter Stablecoin Market as Trump's WLFI Conflict Intensifies

Six federal agencies — OCC, FDIC, NCUA, Treasury, FinCEN, and OFAC — face a statutory July 18, 2026 deadline to finalize GENIUS Act stablecoin rules. Once published, JPMorgan, Bank of America, and other banks that have announced stablecoin readiness can legally issue payment stablecoins for the first time. The same rules govern non-bank issuers including Trump’s World Liberty Financial, whose USD1 stablecoin is already the fourth-largest by market cap; OCC’s proposed rule sets a $5M capital floor, and FDIC has confirmed stablecoin holders receive no deposit insurance. If any of the six agencies misses the deadline, the statute provides no fallback until January 18, 2027.
