HSI's July 6 Election-Integrity Report: Six States' Voter Data 'Enriched by the iLab' and Awaiting Palantir Entry Into ELITE, Michigan and New Mexico Held for Legal Review Under California v. Trump
What the page says
Bates 140 is the first page of an HSI election-integrity report dated 07/6/2026, produced to Democracy Forward in ICE’s first interim response. It opens by saying HSI, “through the Cross Border Financial Crime Center (CBFCC), continues advancing a phased election integrity initiative focused on identifying unlawful voter activity, detecting organized facilitation networks, and supporting criminal and administrative enforcement actions.” The next clause is redacted.
Under “Significant Legal Cases” the report quotes the order in State of California v. Trump, No. 26-11581 (D. Mass.), which enjoins the defendants other than the President from implementing or enforcing Section 2 of the executive order (the section the report titles “Establishment and Transmission of State Citizenship Lists and Prioritization of Investigations and Prosecutions Related to Election Fraud”) as to the November 3, 2026 election, and lists the Plaintiff States. The order, as quoted, “does not bar the federal government from providing assistance with verifying the citizenship or eligibility of any voter if the assistance is provided at the request of any State and within the framework provided by Congress.”
Under “iLab State Processing” the report says, in full:
“MO, MI, NM, CT, GA and KY have been enriched by the iLab and are pending Palantir entry into ELITE.”
“Michigan and New Mexico are pending legal review in compliance with Court Order State of California v. Trump, No. 26-11581 (D. Mass.).”
Reading it
- The page treats the court order as a reason two of the six states are held. It does not say why the other four are not, or what the legal review consists of. Of the six states, Michigan, New Mexico and Connecticut appear on the page’s list of Plaintiff States; Missouri, Georgia and Kentucky do not.
- “iLab” is not defined anywhere in the production. Earlier reports describe it as processing DOJ voting rolls and USCIS data (2026-05-25–hsi-weekly-report-418-voter-fraud-cases-318-not-referred-26235-uscis-records-1586-leads-24-field-offices). ELITE is described there as an enforcement system. The page does not say whose voter data was enriched, from what source, or whether the Palantir entry took place.
- The recent-arrests section that follows on the same page is not part of this entry.
Not established
- What iLab is, who runs it, and what “enriched” means.
- Whether any of the six states’ data was entered into ELITE after July 6.
- The legal basis HSI applied in holding Michigan and New Mexico.
