The Guardian obtained and reported on June 27-28, 2026 a leaked four-page draft resolution — “Resolution No 2026/3” — that would grant sweeping legal immunity to the Board of Peace and its affiliates operating in Gaza. The draft shields Board of Peace members, the Office of the High Representative (headed by Bulgarian diplomat Nickolay Mladenov), Palestinian technocrats, International Stabilization Force military personnel, and non-resident contractors from “any arrest, detention or legal proceedings in the courts or other entities in Gaza.” Trump, as board chair, would retain authority to waive an individual’s immunity with majority board approval.
